Matthew Docalovich Editor-In-Chief Matthew is a second year accelerated Master of Public Policy student from Norfolk, Virginia. He graduated from the University of Virginia in 2024 with a B.A. in Environmental Thought & Practice. His primary policy area of interest is the climate and the environment, with particular focuses on effective carbon mitigation and coastal resilience. During his time at UVA, he has done research focused on biodiversity with the non-profit NatureServe, renewable energy with DIS in Copenhagen, and climate adaptation with the UVA Environmental Institute. |
Morgan Berry Managing editor Morgan is a second year accelerated Master of Public Policy student from Winchester, Virginia. She graduated from the University of Virginia in 2024 with a B.A. in Global Security and Justice. Her main policy areas of interest are national security policy and foreign policy. Throughout her time at UVA, she has researched the costs of crime and reentry programs throughout the United States and studied the impact of artificial intelligence on national security. |
Konstantin Shchelkunov Third rail editor-in-chief Konstantin is a second-year accelerated Master of Public Policy student from Manassas, Virginia. He graduated from the University of Virginia in 2024 with a B.A. in Foreign Affairs and Economics. His primary policy area of interest is foreign policy, with particular emphasis on the Russia/Eurasia region. During his time at UVA, he has done independent research focused on trade relations and sanctions between the E.U. and Russia, International Criminal Court jurisdiction, and asset forfeiture within the ongoing conflict in Ukraine. Currently, he serves as a graduate research assistant at the Miller Center of Public Affairs. |
Anastasia Jones-Burdick Director of Outreach Anastasia Jones-Burdick is a second year Master of Public Policy Candidate and Tadler Fellow, who also serves as the Graduate Assistant of UVA's Community Food Pantry. Anastasia is deeply devoted to addressing food security, health equity, and economic opportunity in her Central Appalachian home of Huntington, West Virginia. She graduated from the University of Mississippi's Honors College in 2023 with a B.A. in Public Policy Leadership & Psychology. Since 2014, Anastasia has successfully led advocacy efforts for innovative policy solutions to combat food insecurity faced by students and low-income patients and she continues to advocate for health equity infrastructure. |
Ian Novak Podcast host Ian C. Novak is a second-year Master of Public Policy Candidate from Haymarket, Virginia. He graduated from Hampden-Sydney College in 2023 with a B.A. in Foreign Affairs, minoring in National Security Studies. While at Hampden-Sydney, lan was a Wilson Leadership Fellow, focusing on the complexities of leadership within the foreign policy domain. Additionally, lan wrote his senior thesis on reshaping U.S. aid to Sub-Saharan nations such as Kenya in order to address increasing concerns of the growing influence of the BRI. While at UVA, Ian has pursued research in a similar vein, focusing on the reauthorization of the DFC. As a Student Dialogue Fellow at the Karsh Institute of Democracy, lan enjoys the discussion of foreign policy across party lines outside of the classroom. Outside of UVA, lan serves as a commissioned officer in the U.S. Army Reserves, where he is pursuing a career as a Civil Affairs Officer. |
Sarah King Sarah is a first-year Master of Public Policy student interested in social welfare and public health policy. Prior to the Batten school, Sarah worked as a long-form news reporter and features editor before pivoting careers to the substance use treatment and recovery field. She now serves as a Communications and Course Assistant for the Batten School, is a Student Dialogue Fellow with the Karsh Institute of Democracy and a 2025-2026 Tadler Fellow. |
George Langhammer George is a first-year Master of Public Policy student from Roanoke, Virginia. He earned his Bachelor’s degree in Foreign Affairs, with a minor in Spanish, from Hampden-Sydney College in May 2024. During his time at Hampden-Sydney, George was the punter on the football team, a three-term member of the honor court, and a senior editor for the college newspaper. Professionally, George spent his senior year working in government affairs, with a focus on healthcare and trade policy. Most recently, he completed an internship with the Office of the Attorney General of Virginia, where he contributed to homeland security and data privacy legislation. |
Oscar Kemp Oscar D. Kemp is a first-year Master of Public Policy student from Danville, VA and a first-generation student. He graduated summa cum laude from Virginia Commonwealth University in May 2023 with a B.S. in Social Work and Public Management and was a 2022 University of Michigan Ford School Public Policy and International Affairs Junior Summer Institute Fellow. His areas of interest include local and state government, education, energy, economic trade, and fiscal policy. Following graduation, he studied Swahili in Arusha, Tanzania as a Critical Language Scholar and lived overseas in Kampala, Uganda, as a Fulbright English Teaching Assistant. While in Uganda, Oscar focused his time outside of work on the economics of governance, social welfare, trade, and workforce development. Upon graduation from the Frank Batten School, he hopes to work with the Department of Commerce, Labor, or State. Oscar loves history, mentoring the youth, and trivia! He is also a Graduate Assistant in the Office of African American Student Affairs and Student Dialogue Fellow at the Karsh Institute of Democracy. |
